Drupal is a content management system that will allow us to more readily assemble the hundreds of separate considerations for what it takes to build a World Class R&D organization. For example, it does no good to come up with improved Evidence if we continue to use unimproved decision making processes to judge the evidence. Drupal allows us to make all these connections.

Also, Drupal was picked specifically for its fame as a means for organizing a social community (which seems a bit redundant don't you think? Are there unsocial communities?). Pulling together much of the software needed for the Discussion Arenas took less than a week.
