We identify three Means toward effectiveness in evidence gathering, and provide examples of practices for each. Although the practices listed below apply mostly in research settings, there are analogous practices for governance (in its evaluation of R&D investments) and team management (in its evaluation of team effectiveness). We measure effectiveness in R&D evidence gathering by how well we achieve The Means.
